so i downloaded a police charger custom made, and i used SPARK IV to put the car in GTA and now thats the only car i see, i dont see the police patrol or police cruiser , but i do see the FIB, NOOSE vehicles , and every other Emergency vehicle except the police cruiser and patrol, can somebody please help me? im new to this

It seems as tho you've replaced both police.wft/.wtd and police2.wft/.wtd with the same car or one was accidentally deleted.

Hopefully, you have brilliantly backed up the original GTAIV police textures before overwriting them with the new ones. If not, complete reinstall of GTA will be required to get your old cars back.

ok so im re-installing the game, bare with me here im new to this stuff, so how do i make back up files, just rename the new vehicles i want to put in? or just copy the orginal files using sparkiv and applying the mods to the 2nd original police car i created?

Creating a backup is, in essence, creating a copy of a file for future use. Basically, before modding and overwriting the files, copy the original files from the game and save them somewhere you will remember.

First.... create a folder on your desktop or in your documents and name it something simple, mine is "CarModsIV" ... feel free to use that if you wish.
Then...follow these steps:

1) open your vehicles.img with sparkIV
2)* (Please see below before continuing)
3) find and click to highlight on the vehicle(s) that you will be modifying
4) at the top, click export
5) find the folder or file that you previously created and click "OK"
And Finished!

Simply double check to make sure that the file is in the correct folder...
You may now modify your vehicles.

*Some people find it easier to simply copy the ENTIRE vehicles.img, instead of individual cars. Do this by clicking on "export all" and locating the folder or file that you wish to have them copied to. If you dont want all the files, please return to step 3.

As Mrjmann already said, backup files before changing them, and that's not just for GTA IV.
Making a backup is really easy, either do it Mrjmann's way or just locate vehicles.img, right click -> Copy -> right click anywhere in the folder -> Paste, now wait till its done and rename the copied file to backup_vehicles.img/vehicles_backup.img or something like that, in case your GTA IV is messed up because of a mod/skin you simply rename the file back to vehicles.img

Remember to ALWAYS backup files before you edit/change and possibly remove. (in case things don't work as they should)
